But the question of what motivates sexual offenders is precisely the sort of issue that should not be a ’subject of debate between feminists and others’. For it is not a matter of debate. It is a matter of empirical investigation….

   A FEMINIST ANALYSIS
   

   “Rape isn’t sex; it’s violence.” This statement is accepted by many people. They assume that viewing rape as sex has negative consequences for women, that viewing rape as violence has positive consequences for women, and that this is THE feminist position. But it’s not that simple.
   Let’s consider this issue from three angles:

   1. Is rape sex or violence from whose perspective? The rapist’s? The victim’s? All women and men in our society? These perspectives differ. Furthermore, does this question refer to the way someone perceives or labels the act, the motivation for the act, or the consequences of the act?

   2. What is rape? That is, what is it that we are categorizing as sex or violence? What is sex, and what is violence? That is, what characteristics would rape need to have for us to say that is was sex or violence?
   3. What are the implications of how we regard rape?

   The perpetrator’s perspective. With respect to perceptions, perpetrators are also influenced by stereotypes about what constitutes rape. If their behavior does not fit the stereotypic rape, they may regard it as sex.

   With respect to underlying motivations, many rapists are sexually aroused (or at least not turned off) by rape. Additionally, many rapists have hostile, belittling attitudes toward women. Thus, there is evidence for both sexual and violent motivations. This is further complicated in that different rapists may rape for different reasons; even the same rapist may have different reasons at different times.

   Rape as sex rather than violence. This perspective can be harmful if it implies that women ask for or unconsciously desire rape by getting men sexually aroused. It can be used to blame victims for rape and to imply that women should restrict their behavior and limit their freedom to prevent rape.

   This perspective can be helpful, however, if it leads to successful assessment and treatment of rapists who are sexually aroused by rape. Additionally, highlighting the coercive nature of many socially acceptable forms of sex and the links between sex and violence in our culture have led to useful critiques of how sexual coercion is often made invisible.

   Rape as violence rather than sex. This conceptualization has had numerous positive consequences: rape reform laws, rape crisis centers, and a basis for challenging victim-blaming attitudes. It has also provided a basis for understanding the psychological consequences of rape as similar to those of other forms of violence; for example, conceptualizing the consequences of rape as posttraumatic stress disorder (PTSD) had provided insight for understanding and treatment. Conceptualizing rape as violence has also provided a basis for understanding the fear of rape among women and how this fear controls and restricts women’s lives.

   This conceptualization may also have negative consequences, however. If rape is understood as violence rather than sex, it can be difficult to convince a jury that coercive sex is rape if it did not involve extreme physical force; it might not seem enough like violence. If the perpetrator did not use a weapon, even rape victims might not think of their experience as violence; if they believe that rape is violence, then they might think that their experience cannot be rape. Similarly, if the incident occurred in a romantic relationship or if they became sexually aroused, rape victims might think of their experience as sex; if they believe that rape is not sex, then they might think that their experience cannot be rape. If they do not label their experience as rape, they are unlikely to report it to police, and the rapist will go unpunished.
